Struct BackoffMultiplier 

pub struct BackoffMultiplier(f64);

Exponential backoff multiplier, constrained to be finite and >= 1.0.

A multiplier below 1.0 would shrink the delay after each failure (the opposite of backoff), and 0.0 would busy-loop reconnecting. new enforces the invariant by construction so the reconnect timer never has to be defensive.

Clamps multiplier to be finite and >= 1.0: a finite value below 1.0 becomes 1.0, and a non-finite value becomes the default 2.0.
