Module publication 

The publication contract. Every step reads the remote first and converges, so a rerun after any failure finishes the job.

1. Check that the commit is the merged release proposal.
2. Select the units whose tag points at the commit, or whose version is newer than their latest tag.
3. Check the staged artifact files of the selected units.
4. Publish each unit’s package unless its registry has it.
5. Tag the commit locally and on the forge. A tag at another commit is an error.
6. Create the draft release, converge its assets, push the OCI artifacts, and publish the draft.
